DebiCheck

An advance debit order solution, where payment instructions are processed early in the morning. Multiple presentments are supported through Tracking, and payment instructions are authenticated by Consumers, thereby reducing the probability of disputes.

How DebiCheck Works

The consumer will have to electronically confirm the mandate details at the start of the contract on a once-off basis.

The purpose of this electronic confirmation is for the customer to authorise the debit order with their bank and for their bank to log the mandate information in the bank’s DebiCheck Mandate Register.

Electronic authentication mechanisms are bank dependent and can be done through various channels such as internet banking, mobile banking apps, by:

USSD on the customer’s cell phone, at ATMs, and face-to-face by the customer using their bank card and PIN on a Point of Sale (POS) Device.

Due to this, the bank can confirm the details of the debit order before it is processed against the customer’s bank account.

The most significant benefit of this is that both parties officially agree to and are fully aware of the terms of the mandate at the start of the contract, thereby decreasing the customer’s chances of successfully disputing future debit orders for reasons such as cash flow management.

DebiCheck Authentication Mechanisms

TT1 Real-Time

The consumer must respond to the  authentication request within 120 seconds. Authentication channels: USSD Push on Cell Phone or Mobile Banking Application.

TT1 Delayed

The consumer must respond to the Authentication Request before 22:30 on the same day that the request was sent, using one of the Authentication Channels available at their bank.

These Authentication Channels include ATM, Online Banking, Mobile Banking App, the customer’s Bank Branch or Call Centre.

TT2 Batch

Similar to TT1, TT2 is typically a non-face-to-face Mandate Authentication Transaction Type.

TT2 Authentication Requests are processed in batch by the Debtor Bank, allowing delayed mandate authentication.

The consumer has until 21:00, two days from and including the day that the authentication request was received by the consumer, failing which will result in mandate authentication failure. Authentication channels: ATM, Online Banking, Mobile Banking Application, Debtor Bank Branch visit, Debtor Bank Call Centre.

TT3 Card & PIN

TT3 is a real-time, face-to-face Mandate Authentication Transaction Type

It can only be performed when the customer is physically present to use their bank card and PIN on the Point of Sale (POS) Device. Here, the customer’s bank card and PIN are the authentication mechanism to verify their identity with their bank.

The Authentication Request and Response is performed in real-time, and TT3 Authentication can occur between 00h30 – 23h30.Authentication Channel: Bank card and PIN on the Point of Sale Device.

Registered Mandate Service

The Registered Mandate Service (RMS) has been approved by the South African Reserve Bank as a mechanism to facilitate a smooth transition to DebiCheck, specifically where the cell phone contact details of a consumer are outdated at their bank. RMS has been implemented to address the “No Response from the Debtor” responses that occur during TT1 Real-Time, TT1 Delayed, and TT2 Batch Authentication Transaction Types.

You will still be able to collect during the early morning window as all RMS transactions will be processed during the Second Processing Window.

RMS is a transition solution that enables you to register a DebiCheck Mandate as an RMS Mandate after you attempted to authenticate the mandate on the DebiCheck payment stream yet failed to receive a response from the consumer.

The RMS service will not be automated. Automation in this context means that if there is “No Response from the Debtor”, it does not automatically imply the payment instruction will be registered as an RMS – there must be a further instruction from you to indicate that the specific payment instruction should be registered as an RMS.

Because DebiCheck installments are processed early in the morning and should be aligned with when consumers receive their salaries / wages, your chances of receiving an “Insufficient Funds” response from the bank when attempting to debit your consumer’s account significantly decrease when compared to debit orders processed later in the day.

Credit Tracking Functionality

When using the tracking functionality, debit orders that have failed due to “insufficient funds” can go into tracking, which means the installment will be represented for multiple days (maximum 10 days) after the original presentment day or date.

No Presumption of Payments

By providing you with response codes, you receive a definitive answer regarding the status of the debit order on a near real-time basis – You’ll know which debit orders have and haven’t been paid or are still in tracking.
